Donald Trump will seek to reorient his campaign this week amid alarm in the Republican party, with a new economic plan which includes claims that he can double US economic growth by imposing fresh tariffs on China and renegotiating global trade rules.
In Detroit on Monday, Mr Trump will lay out a proposal to stimulate the country’s recent lacklustre economic growth through trade and tax incentives aimed at pushing American businesses to bring home jobs and overseas profits, advisers told the Financial Times.
It is an attempt by Mr Trump and his staff to refocus their campaign on the economy, one of the few areas where polling had shown the property developer to be stronger than Hillary Clinton but one where the Democratic nominee has been gaining ground.
Mr Trump’s falling poll numbers have alarmed Republicans after he lashed out at the family of a fallen Muslim-American soldier and engaged in open political warfare with leaders of his own party. Mr Trump took steps towards rectifying the damage on Friday, endorsing House Speaker Paul Ryan and Republican senators John McCain and Kelly Ayotte, after initially wavering on his support for their re-election races.
Yet he has given up crucial ground to Mrs Clinton since the two parties’ conventions in July, with a Real Clear Politics average of polls now showing Mrs Clinton with a seven-point lead against Mr Trump nationally.
On Sunday, a CBS News poll showed Mrs Clinton opening up a 12-point lead over Mr Trump in Virginia, a swing state. Ohio’s Republican governor John Kasich, a former presidential contender, said on Sunday he believed Mr Trump would struggle to win his state.
“There will be sections he will win because people are angry, frustrated and haven’t heard any answers,” Mr Kasich told CNN. “But I still think it’s difficult if you are dividing to be able to win Ohio. I think it’s really, really difficult.”
Surrogates for Mr Trump note that early August poll numbers are not necessarily a harbinger for election day. An August 1988 Gallup poll showed George H W Bush trailing Democratic challenger Michael Dukakis by seven points.
Trump advisers say the New York mogul can make up lost ground by talking about jobs and the economy. According to an NBC News-Wall Street Journal poll conducted last week, 46 per cent of registered voters view Mr Trump as stronger on the economy, compared with 42 per cent who think Mrs Clinton is. A Washington Post-ABC News poll on Sunday gave Mrs Clinton a narrow lead on the economy.
Two of Mr Trump’s economic advisers told the Financial Times that the backbone of his plan to boost US growth remained his trade “doctrine” and forcing China and other trading partners into renegotiating their economic relationship with the US by imposing defensive tariffs.
They likened his approach to Ronald Reagan’s tough stand against Japan in the 1980s, which led to the signing of the 1985 Plaza Accord and the revaluation of the yen.

In Monday’s speech at the Detroit Economic Club, the Republican nominee will detail proposals on tax reform, energy and reducing regulation that many groups like the chamber would welcome, said Dan DiMicco, the former chief executive of US steelmaker Nucor.
“The key thing is that he is going to make it easier for CEOs to decide to build their facilities here,” said Mr DiMicco, one of 14 economic advisers unveiled by the Trump campaign on Friday.
In the 15 years since China joined the World Trade Organisation the US has grown at an average rate of 1.8 per cent, down from 3.5 per cent between 1947 and 2001, said Peter Navarro, another adviser.
Mr Trump would aim to restore those historic growth rates, he said, by reversing net exports’ current negative contribution to GDP calculations, boosting business investment, and using means beyond “defensive” tariffs on China including demanding a renegotiation of WTO rules.
Mr Navarro is a Harvard-trained economist who produced Death by China, a 2012 documentary featuring animated Chinese aircraft bombing the US
“What is important is the world is going to look at Donald Trump and say: ‘Look, this guy means business, he knows how to do business and we have to stop treating America like Uncle Sucker and start treating it with fairness’,” Mr Navarro told the FT.
